M-A050124-01 Submitting Declarations of Weather Preparedness via the new Weatherization Customer Service Management system

NOTICE DATE: May 01, 2024

NOTICE TYPE: M-A050124-01 Operations

SHORT DESCRIPTION: Submitting Declarations of Weather Preparedness via the new Weatherization Customer Service Management system

INTENDED AUDIENCE: Authorized Representatives, Backup Authorized Representatives, User Security Administrators, and others involved in Public Utility Commission of Texas (PUC) Weather Emergency Preparedness Rule compliance activities for Transmission Service Providers and Generation Entities.

DAYS AFFECTED: May 1, 2024 to June 1, 2024

LONG DESCRIPTION: ERCOT has developed a Weatherization Customer Service Management (wCSM) module. The wCSM is now available on a new “ERCOT Weatherization and Inspection Market Participant Portal” which will be used for submitting Declarations of Weather Preparedness (DoWPs) for Summer 2024.  Market Participants (MPs) must submit DoWPs to ERCOT between May 1, 2024 and June 1, 2024.

ACTION REQUIRED: A MP's User Security Administrator (USA) will coordinate access to the portal. Each MP employee who will perform any portion of the DoWP submission process, including Appendix A, Attachment K, Supplement to Attachment K, and uploading the Notarized Attestation, must have a digital certificate and appropriate role assignment by their USA. The role SN_M_W_MGR_ECEII is required for personnel with authority to submit a DoWP on behalf of a MP.

In addition to the personnel preparing and submitting the DoWP, MP personnel who will provide information in response to ERCOT Notices of Inspection (NOIs) must have the MGR role on their digital certificate.

A MP's USA should use the role SN_M_W_VIEW_ECEII for personnel granted "read only" access to the wCSM.

ADDITIONAL INFORMATION: Relevant documents to assist Market Participants with the DoWP submission process can be found in the Weatherization & Inspection Market Participant Portal Training folder located on the Summer Weather Readiness page of ERCOT.com found Here.

On pages 14-16 of the Market Participant Portal User Guide detailed instructions are available on how to access the wCSM.

USAs unfamiliar with the digital certificate process, may review the ERCOT Digital Certificate User Guide under the Certificate Documentation section of the Digital Certificate Security Information page, found Here.
